AI Navigator Corps Act of 2025
A BILL
To establish a national corps of trained AI Navigators who support community access, digital literacy, and ethical implementation of artificial intelligence across all regions of the United States.
SECTION 1. SHORT TITLE
This Act may be cited as the “AI Navigator Corps Act of 2025.”
SECTION 2. FINDINGS
Congress finds the following:
As AI becomes central to education, employment, health, and civic life, Americans need direct, human-centered support to understand and use it safely.
Many individuals—especially in rural, elderly, low-income, or immigrant communities—face technological, linguistic, or trust-based barriers to AI adoption.
A national AI Navigator Corps will ensure no American is left behind during the AI transition, and that every community can access real people for guidance.
SECTION 3. DEFINITIONS
As used in this Act:
AI Navigator means a trained professional deployed to assist the public in understanding, using, and navigating AI tools safely and ethically.
Navigator Hub means any public location—such as libraries, access points, mobile units, or schools—where AI Navigators are assigned.
Digital Literacy Curriculum means federally approved training modules in AI use, rights, safety, and opportunity pathways.
SECTION 4. ESTABLISHMENT OF THE CORPS
(a) The AI Navigator Corps is hereby established under the Office for AI Access & Inclusion.
(b) The Corps shall consist of no fewer than 25,000 full-time Navigators by the end of the first five years of the program.
(c) Corps members shall be deployed to:
Public AI Access Points
Mobile deployment units
Public schools, libraries, and shelters
Small business development centers
Tribal and rural community centers
SECTION 5. RECRUITMENT PRIORITIES
(a) Priority shall be given to qualified applicants from the following groups:
Veterans transitioning to civilian life
Former educators and school support staff
Individuals laid off due to AI automation
Bilingual or multilingual community members
Persons with lived experience in underserved communities
(b) Navigator roles shall be classified as federal public service jobs with full benefits and professional development support.
SECTION 6. TRAINING AND CERTIFICATION
(a) The Office for AI Access & Inclusion, in partnership with FACA and accredited institutions, shall create a National AI Navigator Certification Program.
(b) Training shall include:
AI ethics and rights under the Digital Augmentation Bill of Rights
Hands-on AI tool use and safety protocols
Community education techniques and conflict resolution
Reporting and incident escalation procedures
(c) Continuing education credits shall be available for all active Navigators.
SECTION 7. DUTIES OF AI NAVIGATORS
Each AI Navigator shall be responsible for:
Guiding the public through AI tools and systems
Educating residents about their AI rights
Supporting job seekers, seniors, small businesses, and students
Monitoring for harm, abuse, or system failures
Referring users to legal, civic, or technical resources as needed
SECTION 8. FUNDING
(a) This Act shall be funded through allocations from the American Reboot Act of 2025.
(b) No new taxes shall be levied.
(c) Total appropriations for the first five years shall not exceed $15 billion, including Navigator salaries, training, deployment, and oversight.
SECTION 9. RULEMAKING AND REPORTING
(a) The Office for AI Access & Inclusion shall issue regulations for certification, placement, and oversight of the Corps.
(b) Annual reports shall be submitted to Congress detailing:
Number of Navigators deployed
Populations served
Incident reports and community feedback
Workforce outcomes for Navigator alumni
SECTION 10. SEVERABILITY
If any provision of this Act is held invalid, the remainder shall remain in effect.
