Government Efficiency AI Audit Act of 2025 (DOGE Plan)
A BILL
To establish an ongoing federal audit framework for the ethical automation of government operations, maximize taxpayer value, and reinvest administrative savings into public services and technological equity.
SECTION 1. SHORT TITLE
This Act may be cited as the “Government Efficiency AI Audit Act of 2025” or the “DOGE Plan.”
(DOGE = Departmental Optimization for Government Efficiency)
SECTION 2. FINDINGS
Congress finds the following:
Many federal agencies operate with legacy systems and personnel structures that no longer reflect 21st-century needs.
Ethical AI integration can streamline redundant processes and reduce bureaucratic waste.
Transparent, recurring audits are necessary to ensure that automation does not harm service delivery or civil rights.
Savings from reduced administrative waste should be reinvested in public benefit—not absorbed by internal agency expansion.
SECTION 3. DEFINITIONS
As used in this Act:
AI Efficiency Audit means a structured evaluation of federal workflows for automation potential, cost reduction, and service impact.
DOGE Unit means a dedicated audit team within the Office of Management and Budget (OMB), in collaboration with FACA.
Redundancy Flag means a formal designation applied to roles or functions identified as eligible for automation under ethical standards.
SECTION 4. ESTABLISHMENT OF DOGE UNIT
(a) A Government Efficiency AI Audit Unit (DOGE Unit) is hereby established within the OMB.
(b) The DOGE Unit shall consist of:
Federal operations analysts
AI workflow engineers
Ethics and labor impact specialists
Interagency liaisons
(c) The DOGE Unit shall work in coordination with:
The Federal AI Constitutional Authority (FACA)
Inspector General offices
Chief Human Capital Officers and CIOs of federal agencies
SECTION 5. MANDATED AUDIT CYCLE
(a) Each federal agency shall undergo a DOGE Audit every 3 years.
(b) The audit shall assess:
Personnel redundancy
AI automation potential
Mission-critical human oversight
Labor reallocation needs
Cost savings estimates
(c) Audit reports must include a civil rights and service equity impact analysis.
SECTION 6. TRANSPARENCY AND ACCOUNTABILITY
(a) All DOGE Audit findings shall be made public, except in cases involving national security.
(b) Each audit shall include:
A public summary
A net fiscal savings estimate
A labor transition plan
Recommendations for reinvestment or reallocation
(c) Congress shall hold annual oversight hearings on cumulative DOGE findings.
SECTION 7. REINVESTMENT OF SAVINGS
(a) All net savings identified by DOGE Audits shall be redirected to:
AI Access for All Program
AI Navigator Corps
Public broadband and digital literacy efforts
Reintegration programs for displaced workers
National debt reduction (not agency expansion)
(b) Agencies shall not use audit savings for new executive roles, marketing, or discretionary bonuses without congressional approval.
SECTION 8. ETHICAL AUTOMATION SAFEGUARDS
(a) AI systems used to replace federal functions must:
Comply with the Codex Laws
Pass human-rights review
Undergo public testing prior to implementation
(b) DOGE may halt or reverse any automation deemed harmful to democratic access or service quality.
SECTION 9. FUNDING
(a) This Act shall be funded through a one-time $800 million appropriation.
(b) No new taxes shall be levied.
(c) All further funding shall be derived from retained savings.
SECTION 10. SEVERABILITY
If any provision of this Act is held invalid, the remainder shall remain in effect.
