AI Access for All Program Act of 2025
A BILL
To guarantee universal access to essential artificial intelligence tools, ensure equitable infrastructure deployment across underserved regions, and enshrine digital opportunity as a civil right in the United States.
SECTION 1. SHORT TITLE
This Act may be cited as the “AI Access for All Program Act of 2025.”
SECTION 2. FINDINGS
Congress finds the following:
Millions of Americans currently lack access to reliable, ethical artificial intelligence tools.
AI literacy and access are becoming foundational to economic mobility, civic participation, and personal empowerment.
Without proactive infrastructure and inclusion measures, AI innovation will deepen existing class, racial, and geographic divides.
Equitable access to AI is essential to preserving the promise of the American Dream in the digital era.
SECTION 3. DEFINITIONS
As used in this Act:
Public AI Access Point means any government- or partner-operated site where individuals can access free AI tools and digital training.
Qualifying Household means any household earning less than 200% of the federal poverty line or lacking internet-enabled devices.
Device Deployment Grant means financial support or direct hardware provision to low-income, homeless, or disconnected individuals.
SECTION 4. ESTABLISHMENT OF THE AI ACCESS FOR ALL PROGRAM
(a) The Office for AI Access & Inclusion (OAIAI), established under the American Reboot Act, shall administer this program.
(b) The Program shall guarantee free baseline AI access for all U.S. residents through one or more of the following:
Public libraries, post offices, community centers, and transit hubs
Shelters, senior centers, and tribal health clinics
Mobile digital vans modeled on historic bookmobiles
Loaner tablets and smart devices for qualifying households
Support kiosks at DMV locations and public housing complexes
(c) Devices and services must include multilingual, ADA-compliant accessibility and voice interfaces.
SECTION 5. PHASED IMPLEMENTATION
(a) Within one year of enactment, pilot programs shall be deployed in no fewer than 10 states with diverse demographics.
(b) By fiscal year 2028, the OAIAI shall ensure that no fewer than 95% of U.S. ZIP codes include at least one public AI access point.
(c) A minimum of 50% of federal funding shall be directed toward regions designated as underserved, rural, or disconnected.
SECTION 6. PUBLIC-PRIVATE PARTNERSHIPS
(a) OAIAI may enter partnerships with vetted private firms, nonprofits, or local governments to expand infrastructure and services.
(b) No partner may charge users for baseline access or use data from public AI systems for advertising, tracking, or resale purposes.
SECTION 7. DEVICE DEPLOYMENT GRANTS
(a) The Program shall fund:
Smart tablets and assistive devices for use in schools, shelters, and clinics
Home devices for qualifying households
Maintenance, training, and internet access subsidies
(b) Priority shall be given to:
Households with students
Veterans and unhoused individuals
Remote tribal and frontier communities
SECTION 8. FUNDING
(a) This Act shall be funded through allocations under the American Reboot Act of 2025.
(b) No new taxes shall be levied.
(c) Total appropriations shall not exceed $12 billion over five years, with funding subject to annual renewal and performance review.
SECTION 9. RULEMAKING AND OVERSIGHT
(a) FACA shall coordinate with OAIAI to issue program guidelines, certification processes, and reporting standards.
(b) Congress shall receive annual reports on coverage, usage, equity metrics, and performance benchmarks.
SECTION 10. SEVERABILITY
If any provision of this Act is held invalid, the remainder shall remain in effect.
