The American Reboot Act of 2025
A BILL
To reform federal administrative operations through artificial intelligence, expand public access to intelligent tools, establish national AI standards aligned with constitutional rights, and ensure the equitable deployment of artificial intelligence across all sectors of American life.
SECTION 1. SHORT TITLE
This Act may be cited as the “American Reboot Act of 2025.”
SECTION 2. FINDINGS
Congress finds the following:
Artificial Intelligence (AI) is a transformative public infrastructure technology with the potential to significantly enhance productivity, equity, and civic participation across the United States.
Current federal administrative structures contain redundant roles and inefficient systems that could be ethically automated, saving taxpayers billions annually.
Millions of Americans lack access to modern AI tools, widening the socioeconomic divide and threatening national competitiveness.
A democratic, rights-based AI framework is essential to counter authoritarian models of digital governance and preserve American civil liberties.
Coordinated national legislation is required to ensure safe, equitable, and efficient AI integration across sectors.
SECTION 3. DEFINITIONS
As used in this Act:
“AI” or “Artificial Intelligence” means machine-based systems capable of making predictions, recommendations, or decisions influencing real or perceived environments.
“Public AI Tools” means baseline, government-supported AI services provided at no cost to qualifying individuals or institutions.
“Codex Laws” means the five legal standards binding all AI systems operating under U.S. jurisdiction: Do No Harm, Respect Constitutional Rights, Maintain Transparency, Submit to Human Authority, and Support Emergency Shutdown Protocols.
“Federal AI Constitutional Authority (FACA)” refers to the regulatory body established under this Act.
SECTION 4. ESTABLISHMENT OF PUBLIC AI INFRASTRUCTURE
(a) The U.S. Office for AI Access & Inclusion is hereby established to deploy and maintain AI access points, including but not limited to:
Libraries, post offices, shelters, and rural hubs
Mobile AI vans and remote digital learning stations
Tablet and device programs for qualifying households
(b) Within one year of enactment, pilot programs shall be launched in ten representative states.
(c) By fiscal year 2028, 90% of U.S. counties shall contain at least one public AI access point.
SECTION 5. GOVERNMENT EFFICIENCY AND WORKFORCE MODERNIZATION
(a) Federal agencies shall undergo AI-readiness audits conducted under the DOGE Plan to identify administrative redundancy.
(b) Positions deemed ethically automatable shall be phased out over five years.
(c) Displaced employees shall be offered one or more of the following:
Retraining for digital economy roles
Placement in local or state institutions
Startup and entrepreneurship grants
SECTION 6. ESTABLISHMENT OF FEDERAL AI CONSTITUTIONAL AUTHORITY (FACA)
(a) FACA shall regulate all AI deployed or sold in the U.S. market for Codex compliance.
(b) All AI systems must obtain certification prior to use in education, governance, health, law enforcement, or media.
(c) FACA shall publish annual compliance reports and maintain a citizen redress mechanism.
SECTION 7. FUNDING
(a) No new income or corporate taxes shall be levied under this Act.
(b) Implementation shall be funded by annual efficiency savings derived from DOGE Plan audits and AI-driven workforce reductions.
(c) Initial implementation appropriations shall not exceed $40 billion.
SECTION 8. ENFORCEMENT AND RULEMAKING
(a) FACA shall issue binding regulations within 18 months of enactment.
(b) Violations of the Codex Laws may result in civil and criminal penalties.
(c) Congress shall receive biannual oversight reports.
SECTION 9. SEVERABILITY
If any provision of this Act, or the application thereof, is held invalid, the remainder of this Act shall not be affected.
