Civil Service Modernization Act of 2025
A BILL
To redesign the federal workforce for the AI era by replacing legacy employment structures with flexible, mission-aligned models and ensuring the next generation of public service is agile, ethical, and tech-ready.
SECTION 1. SHORT TITLE
This Act may be cited as the “Civil Service Modernization Act of 2025.”
SECTION 2. FINDINGS
Congress finds the following:
The current civil service system is based on outdated 20th-century assumptions that do not reflect modern workflows, technologies, or workforce expectations.
Public trust in federal institutions is declining, in part due to perceptions of bureaucratic inertia and outdated performance systems.
Civil servants deserve career paths that reflect innovation, mobility, and merit—not just time-in-service or institutional entrenchment.
AI must be integrated not only into workflows but into the training, evaluation, and structure of public sector employment itself.
SECTION 3. DEFINITIONS
As used in this Act:
Adaptive Service Track (AST) means a new federal employment classification for tech-integrated, mission-based positions that evolve with national needs.
Mission Agility Index (MAI) means a composite score used to assess agency responsiveness, innovation, and modernization performance.
Civil Service Exchange Program means a formal structure enabling federal employees to rotate through other agencies, state/local governments, or civic tech startups for experience-sharing and skill growth.
SECTION 4. ESTABLISHMENT OF THE ADAPTIVE SERVICE TRACK
(a) The Adaptive Service Track (AST) shall replace GS classifications in all newly created non-security federal roles by 2028.
(b) AST features include:
Pay bands based on skill and mission tier, not tenure
Embedded AI training and continuous upskilling
Performance-based evaluations focused on outcomes, not hierarchy
Integrated civic tech collaboration options
(c) Agencies may convert existing roles into AST designations through performance review and workforce consultation.
SECTION 5. MISSION AGILITY INDEX AND ACCOUNTABILITY
(a) The Mission Agility Index (MAI) shall be created by the Office of Management and Budget and FACA, in collaboration with external experts.
(b) MAI scores shall be based on:
Agency modernization rate
Technology adoption
User service satisfaction
Internal mobility and learning culture
(c) Annual MAI scores shall be published publicly and used in budget allocation and leadership evaluations.
SECTION 6. CIVIL SERVICE EXCHANGE PROGRAM
(a) A national Civil Service Exchange Program shall be established to:
Facilitate rotational assignments across agencies
Enable service in local and state governments
Promote cross-pollination with mission-aligned startups and civic orgs
(b) Participants shall retain federal benefits and compensation, and may earn credits toward leadership eligibility.
SECTION 7. NEXTGEN FEDERAL WORKFORCE INITIATIVE
(a) A “NextGen” public service pipeline shall be created to recruit early-career technologists, AI ethicists, policy innovators, and civic entrepreneurs.
(b) Program elements include:
Fellowship and internship pathways
Loan forgiveness for public tech roles
Fast-track hiring into AST positions
Placement in underserved regions
SECTION 8. FUNDING
(a) This Act shall be funded through allocations under the American Reboot Act and DOGE savings.
(b) No new taxes shall be levied.
(c) Estimated investment: $3.2 billion over five years.
SECTION 9. RULEMAKING AND EVALUATION
(a) The Office of Personnel Management (OPM), in partnership with FACA, shall issue all necessary regulations.
(b) Independent evaluation of the program’s impact shall be conducted at the 5-year mark by the Government Accountability Office (GAO).
SECTION 10. SEVERABILITY
If any provision of this Act is held invalid, the remainder shall remain in effect.
